EAccess Terms and Conditions

You must complete the registration process in order to view your statement and make payments online. By registering, you instruct us to create a user identification file and a password for your E-Access account.


You understand that your password and any other security codes are there for the protection of your information and the integrity of our system. It is your responsibility to see that your password and other security codes are not disclosed to unauthorized person. If you believe your password or other security codes have been stolen, or may be used improperly, you must notify us or change your password using the Profile Tab and then Change Password.


Changes in Your Information
You agree to notify us about changes in your mailing, billing, or email address or other information.


Online payments are posted to your account in real time. However, if you are making a payment on a past due amount and have received a late notice, you must contact us at 386-427-1361 immediately to let us know payment has been made or your services may still be in jeopardy of being turned off for nonpayment. We are not responsible if the payment cannot be processed because of any one or more of the following:

  • There are insufficient funds in your banking or financial institution account, or the payment would exceed your credit limit
  • You provided any incorrect information regarding your checking account or credit/debit card
  • E-Access is unavailable for technical reasons
  • The existence of circumstances beyond the control of the company· including fire, flood, storm, strikes or civil unrest


You can make a payment or access account information with confidence knowing that our secure socket layer software (SSL) is the industry standard and among the best software available today for secure commerce transactions. It encrypts all of your personal information so that it cannot be read as it travels over the Internet.

Reporting Problems or Questions
The E-Access system has been provided to you to allow for convenient viewing and payment of your New Smyrna Beach Utilities account(s). If you have service questions, problems, or requests, please contact us in person either through our Customer Service phone line at 386-427-1361 or by visiting our drive thru at 200 Canal Street, New Smyrna Beach, Florida. Our after hours emergency numbers are 386-427-1368 (water/sewer) and 386-427-1366 (electric).


NSBU's E-Access website retrieves your utility account information from our internal database through a Secure Socket Layer (SSL) Certificate E4 Access is not used to collect or distribute our customers personal information. However, as a municipal utility, NSBU is required to comply with Florida's Public Records Laws (F.S 119) and non-exempt customer information may be subject to public disclosure. E-Access accepts cookies to allow log-in and password information to be saved if this option is chosen. NSBU will not have access to or store any credit card information that is provided to our third party payment vendor.  For additional account information security questions please contact our customer service at 386-427-1361 or
